Debra L. Valladares, J.D., M.S., currently serves as an Associate Counsel in the area of U.S. Immigration Law for the Foursquare Church. She assists U.S. local foursquare churches, pastors, and missionaries in the area of religious worker visas to fulfill their Kingdom purposes. Debra’s leadership in the cases and expansion of the denomination’s religious worker visa program has proven fruitful results and cultivated relationships across multi-ethnic people groups of pastors and missionaries both nationally and globally.
Debra is an accomplished attorney with over twenty-plus years of legal experience and over six years as a practicing attorney in the area of U.S. Immigration Law. She holds a Bachelor’s degree in Sociology with a Criminology emphasis from the California State Polytechnic University, Pomona, a Juris Doctor degree from the Southwestern Law School, and a Master’s in Regulatory Science from the University of Southern California. She is working towards a Doctor of Strategic Leadership at Oral Roberts University.
Debra brings a unique blend of legal experience in diverse sectors spanning government, healthcare, and non-profit, with over 17 years of experience as a paralegal in real estate transactions, eminent domain, civil litigation, civil fraud, investigations, legal technology, internal auditing, and regulatory compliance. Debra also serves as an online Adjunct Professor for Oral Roberts University teaching courses in American Government and Whole Leader Foundations. Debra was an Assistant Professor at California State University, Los Angeles assisted with curriculum development and taught civil litigation, contracts, and legal technology. She has taught courses for Angelus Bible Institute (Los Angeles) in English Composition and Ministerial Ethics. Debra’s Pentecostal roots run deep as they began at the historic Bonnie Brae House in Los Angeles, California, the birthplace of the Azusa Street Revival. It was there during a Friday night prayer meeting where, at 14 years old, Debra accepted Jesus as her Lord and Savior and was instantly baptized with the Holy Spirit. Since that day, Debra has journeyed with the help of the Holy Spirit and by God’s abundant grace to live a Spirit-Empowered life through worshipful surrender and obedience, impacting God’s Kingdom at home, church, in the community, and the marketplace. As an ordained Foursquare pastor, Debra and her husband Edwin are planting a church campus of Angelus Temple Hispanic Foursquare Church in Okmulgee, Oklahoma. Debra and Edwin have been happily married since 2005. They live in Morris, Oklahoma, with their three children and a missionary dog from Mexico named Axel.
